Could I have a possible bad EGR?!?

The car I'm working on is a 1993 Chevy Lumina 3.1. It has been idleing rough "up and down" and sometimes it will stall out and die. there has been a few occasions where it runs fine "kinda' Its high miles too. Sometimes driving it down the road it will just die. But I was curious if I have a possible bad egr. I checked my map sensor today with my Multimeter, checked the Air idle control valve and replaced the TPS with a another used one, new fuel filter, new ICM and coil packs. But I took my EGR off and its carbed up pretty bad. Sprayed it off with cleaner opened all there little ports and sprayed in there, reattached it, and no difference. But the thing is, I unhooked the wiring to my EGR from the ecm and it didnt effect a thing. Is it possible the selenoids on it are bad and causing it to be stuck. Im not familiar with EGR's and exactly how they work. So possibly stuck open or stuck closed idk. I even had the EGR un bolted set aside while still wired to the ecm and started the car, and none of the selenoids would fire so idk.
