Am I able to transfer colleges?

I went to Gordon college for one year, and I didn't do so well in my classes. Most of it was due to the people, and the surrounding area. I really do not want to go into detail, but I know this college is not right for me. I did not do so well my first semester, second semester I did great! But I want to transfer =/. They act as if I must have 30 credit hours to transfer. Is this technically true?
