I'm a permanent resident. How can I help my husband get a residence card?

We have been married for 4 years. Have 3 kids. He has been living in the USA for 8 years with tps which was given to him bc he is from El Salvador. But since he went to his country with no permission from immigration they took it away. What can I do to help him?
