Throttle position sensor or idle air control valve?

My 2000 ZX2 is really shaky at a stop and I noticed the rpms jump between 700-1100. I figure its one of the 2 parts, but its a difference of paying $100 for the TPS or $20 for the IAC....anyone know of ways to test???
