Can't Uninstall: I want to uninstall Pro Publisher Professional Business Labels, TPS “Professional Business La?

I want to uninstall old program, Pro Publisher Professional Business Labels, TPS “Professional Business Labels” but I get an error, “The InstallShield Engine (iKernel.exe) could not be launched. Class not registered” when I go to Add and remove programs in the control panel. Why won’t this program let me uninstall?
